Upgrade: Avoid modifying RialtoGenesisHash and restart during testing in rialtoNet #1621

• Description: If a code upgrade in the test network for QA is needed, we need to restart bsc after modifying RialtoGenesisHash.
• Rationale: To accommodate for the latest code upgrade, the latestUpgrade has been added.
• Notable Changes: The primary change is the addition of the latestUpgrade to point towards the most recent code upgrade.

1. Feature: Enable Berlin EIPs #1608

• Description: This includes BerlinBlock in BSCChainConfig, thereby enabling the following Berlin EIPs into the BSC:
• EIP-2565: ModExp Gas Cost
• EIP-2929: Gas cost increases for state access opcodes
• EIP-2718: Typed Transaction Envelope
• EIP-2930: Optional access lists
• Rationale: The introduction of the Berlin upgrade to BSC.
• Changes: This change enables the Berlin EIPs by adding the Berlin block number to BSC chain config. The HertzBlock for BSC is also introduced as an umbrella covering EIPs of Berlin and (potentially) subsequent London.

1. Fix log: Verify vote attestation #1602

• Description: Logging info when the verification of vote attestation fails, even after the Plato upgrade.

• Description: The PlatoUpgrade contracts code has been updated.

1. Upgrade: Block height of Plato on testnet #1594

• Description: FastFinality was activated on the BSC Testnet on May 17, 2023. If successful on the testnet, it is projected to be enabled on Mainnet around mid-July.
